Street gangs are defined as a group of individuals, usually youth, banded together under a common identity for the purpose of carrying out persistent illegal activity. This activity may revolve around dealing narcotics, robbery, pimping, burglary, racketeering, extortion, vandalism, and the hostile defense of their turf from other gangs. The sorting and cataloging of gang members and the study of street gang culture is a whole branch of criminology all in itself.

The knowledge of street gang activity amongst the municipal police is often so intimate that they can read graffiti messages and know the street names and specialties of each member. Frequently they keep their ear cocked for activity within their neighborhood, and understand the significance of events in a light that makes little sense to those who don't follow gang activities.

In North America, the primary cities which have significant gang activity are Los Angeles, Chicago, Houston, St. Louis, and Detroit. However, any major city may play host to a gang.

Much research is done to study what conditions give rise to gangs. Most experts agree that the causes are a combination of impoverished neighborhoods, racial minorities, troubled homes, and youths who don't fit in. Young men especially join street gangs to prove their machismo, give themselves a community sense of identity, defy authority within the "system", and compensate for low self-esteem and feelings of being an outsider.

The associative signs of identity will vary in form but always be present. The gang members might wear clothing which matches in style, color, or detail, have the same tattoo, same hairstyle, or even a common piece of jewelry. Most gangs have a designated turf, which is their home area, or other places which they claim as their own, and also have an identifiable organization or hierarchy. Usually the leader will simply be the currently most senior member, and a pecking order chains down from there. It is also somewhat common for a gang to be based on a common idea of hatred for other ethnic groups or religions, or promotion of their own race or religion.

Some speculation has suggested that street gangs are also a natural byproduct of the inherent short-comings in any society. Particularly, gang members seem to crave structure. While they reject the rules of society they have their own tight, unbreakable code. While they disdain conforming to society, they will adhere to their own dress code. They have their own value system and honor code. Street gangs may simply be the underprivileged providing their own structure and order when they perceive chaos and disorganization elsewhere.

In dealing with a gang as a law enforcement professional, the best policy is to seek the mentoring of a peer who knows the gang's history. Once in the presence of a familiar authority figure, a gang member may be more cooperative, as long as you aren't asking them to rat out another member. It is because their allegiance is always stronger within their group than it ever will be to anyone else, a gang member's word should never be trusted until you know all the facts surrounding a given case.

In some cases, gangs have become so strong that the influence of the police is effectively dulled. there are sections of divisions in Los Angeles, for instance, where police officers simply will not go unless it's in force, with a whole convoy of squad cars going in at once. At this point, the line between a street gang and a terrorist organization grows very thin. A separate issue is the other varieties of gangs, such as prison gangs and biker gangs. Street gangs might become prison gangs when all the members are incarcerated at the same time, but mainly prison gangs form within prison by the association of previously unconnected individuals.

The Internet has given rise to a new, far more dangerous development, which is the formation of international street gangs. While it was previously a rare thing for gangs to have affiliations outside of their own few city blocks, today there are dozens of gangs with members in several cities and countries throughout the world. amongst others, they are tracked closely by the FBI. The parallel rise of international organized crime is no coincidence with this, and indeed connections between Internet crime and street crime with a common gang identity have been discovered.

It may be unsettling to think that what used to be a handful of rough boys in a neighborhood is now an international organization with it's own web pages, but it's an idea we all have to face. This kind of takes the zip out of all those "cyberpunk" novels we were reading back in the 1980's when we were imagining what the new wired world would be like. A closer look

Many Targeted Individuals wonder how they could be placed on a list in the first place? Who has the power or the authority to do such a thing? If you live in a country such as the U.K. your local councils have this ability as displayed in the Jane Clift case. If you live in the U.S. or Canada it might be the task of what's called a threat assessment team.

This team can be comprised of just a few individuals, to a team of many individuals. It depends on the company, educational facility, or community they are representing and what the specific needs are.

Some examples include members of Human Resource, Police Officers, Psychiatrists, Mental Health Professionals, Senior members of the department or division. In some cases there might be just a small team, who then liaison with various other departments. The team members are pre selected, so the team is already in place. The team should generally be trained in assessing workplace violence, violence on campus, what to do, who to call, and they might also be trained in profiling an individual, to enable them to make an assessment of wither an individual is a threat vs a none threat to the environment around them.

The threat assessment teams and who they are comprised of seem to make no concessions or allowances for being evaluated by a team of peers. Eg. In court cases they try to encourage a variety of jurors, so that a person being judged can be evaluated by a peer of their jurors. This in theory allows for fairer trials and outcomes. With the threat assessment teams there are no such guidelines for who the team is comprised of, or what the make up of the team should be. This may or may not account for why the Targeted Individual community has seen an above average targeting of females and minorities. In addition dissenters such as whistle-blowers, extremist site members, and conspiracy site members are also starting to show up above average.

Once in place the team is ready to take tips from the community around them. Generally the team will liaison with Human Resources, The police, Employee Assistance Program, Mental health, and when a report comes in they use these other resources to assist with their assessment of the Target.

Reports can be filed via a form, the reports can be filed anonymously. This means that the person making the accusation need not have any accountability for making a false report. This might not be the case in every area, but in most of the threat assessment guidelines I came across, reports could be filed anonymously. Keep in mind that report are likely primarily initiated by human resources, campus resources, etc. However anonymous reporting of any kind leaves an organization open to abuses of the system that might be difficult to identify or remedy.

 

The threat assessment team works in a four part process.

1. Identify persons of concern

2. Gather information/investigate

3. Assess information and situation

4. Manage the situation

Identification of person of concern

 

Once a target is chosen, or a concern is forwarded to the threat assessment team it's time for them to liaison and start to profile and assess if that target is a concern for further evaluation or monitoring, or if the case can be closed.

 

This threat assessment guide from the post office is interesting. Here are some of the criterias it uses to assess if a target could be a threat.

Obsessive focus on grudge — often quick to perceive unfairness or malice in others, especially supervisor.

Especially for males, great concerns or emphasis on sexual fidelity of mate.

Recent stressful events or severe losses.

Perceived loss of options.

Direct or veiled threats of bodily harm toward supervisory personnel, coworkers, or customers.

Physical deterioration (head injuries, cancer, disability, kidney failure, etc.).

Extreme sense of moral righteousness about things in general as well as believing that the organization does not follow its own policy and procedures.

Inability to handle constructive criticism well and projecting blame on others.

Demonstrated disregard for safety or coworkers.

Tendency to be a loner with little family or social support and often having an excessive investment in the job.

Another University uses these criteria for their threat assessment and fit for duty guidelines.


A. Expression of bizarre and inappropriate thoughts. B. Excessive absenteeism without prior approval or rationale. C. Degenerating physical appearance. D. Acts of insubordination. E. Poor work performance. F. Poor workplace relationships with others. G. Indications of alcohol/substance abuse. H. Excessive complaining.

Once an assessment is initiated information is gathered on the Target in question.

Gathering of information and Investigating

To gather information on the target, these threat assessment teams use a variety of sources. They use the persons friends, family, social networking circles, co-workers, neighbours, and other resources.

Triage questions can include:

• Has there been indications of suicidal thoughts,
plans, or attempts?
• Has there been indications of thoughts/plans of
violence?
• Does the person have access to a weapon or are
they trying to gain access?
• Are there concerns about the well-being of the
subject?

• Are there concerns about the safety of the
community?
• If yes, a full inquiry is recommended.

Gather Information (Full Inquiry)
• Think broadly and creatively about those who
might have information:

• Co-workers
• Other staff
• Friends
• Family
• Online friends, web sites, etc.
• Previous schools / employers
• Others?
• Document information and use it to answer the
Key Investigative Questions.

Many Targeted Individuals express concerns often that their families, friends, people online, others are playing a role in their monitoring, or are taking part. That they are somehow in on it, well according to what this threat evaluation guideline dictates, they are often in on it, and asked to be a part of the monitoring and evaluation process.

Need for Collaboration
"Most important, dangerous people rarely show all of
their symptoms to just one department or group on
campus. A professor may see a problem in an essay,
the campus police may endure belligerent
statements, a resident assistant may notice the
student is a loner, the counseling center may notice
that the student fails to appear for a follow-up visit.
Acting independently, no department is likely to solve
the problem. In short, colleges must recognize that
managing an educational environment is a team
effort, calling for collaboration and multilateral
solutions."

They use a variety of sources in the targets environment, but because reports do come in remotely, there is cause for error, or even false reporting of events. These reports are used to keep targets on monitoring for years to come.

Many people believe that the social networking sites that they use are harmless, but when it comes to being evaluated as to wither you are a threat to your social circle, you will see that these sites have now begun to play a critical and integral role in assisting these teams to make their initial assessments.

If unaware of the guidelines being used to assess them, targets could well be entrapped or tricked into making suggestive statements. Also once those around the target perceive that the target is under investigation, normal everyday behaviours that would have been brushed aside, become significant, and everything the target does is cause for alarm.

Key Investigative Questions

The threat assessment team will also circumvent laws such as FERPA and HIPAA to get around laws that would usually prevent an invasion of the targets rights and privacy.

communications, etc.
• FERPA does not govern police records.
• If created & maintained by law enforcement, for

Assessing Information and Situation

Once all the reports are in from the eyes and ears around the target, then the assessing of information begins.

Think creatively about resources, as well as
"eyes and ears."
• Anticipate likely change in the short and midterm,
and how the subject may react.
• Monitor using available resources. Who sees
the person regularly, inside work/campus,
outside, on weekends, online, etc.?

The threat assessment team use the information gathered together to determine if the target should be referred any third parties, this could include law enforcement, Employee Assistant Program, Mental Health Workers or others.

They evaluate if the person might be a danger to themselves or others, if the person is able to take care of themselves. Eg. Do they pay rent on time, do they buy groceries, are the suicidal, a threat to others, etc. If these criteria are not met, they might try to convince a judge or other health care worker that a mental health hold is required, or some other form of intervention.

Information is recorded and reported 24/7 and often stored in some form of centralized database. The records are crossed referenced with police and other contacts.

Now this procedure was in place well before the fusion centers ever came into existence, however it is not out of the question to assume that fusion centers might well be used in future or linked into this process, even if they were not initially used.

Once a Targeted is listed for monitoring, even if they move away from the university, place of employment, or community, if they are still perceived to be a threat to others the remote monitoring, or case management will continue.

While the case is open the team should:

• Continue to monitor and modify the plan as long as the individual still poses a threat

• Recognize that a person can continue to pose a threat even after he/she ceases to be a Closing a Case
member of the campus community

• Continue to monitor the situation through its relationship with local law enforcement agencies and mental health agencies, as well as in direct cooperation with the person, if possible

 

The Target will be monitored as long as they are perceived as a threat. There is no current limit to how many years the state can continue this monitoring, imposition and disruption of the targets life.

If someone who has been reviewed by the Threat Assessment Team leaves the area, do you continue to monitor him/her?

If the situation warrants reviewing the case after the subject leaves the area, the team will continue to do so. It is important to remember that when the subject has relationships in his/her life, there is a lesser chance for violence to occur. A failure to communicate or interact with a subject encourages problems to fester, which could lead to violence.

Also under many of these occupational health and safety guidelines, the Targets information can and will be shared with those that they are likely to come in contact with.


"In the service sector this may require identifying to employees persons who have a history of aggressive or inappropriate behavior in the store, bar, mall or taxi.

The identity of the person and the nature of the risk must be given to staff likely to come into contact with that person. While workers have the right to know the risks, it is important to remember that this information cannot be indiscriminately distributed.

Remember as the case is being monitored, any incidents, perceived threats, strange behaviour, anything at all can be reported to this team for assessment and evaluation. If the team feels that a change in behaviour constitutes a threat the team might upgrade the targets to something along the lines of medium risk, danger to self or others, should only be seen in pairs.

Manage The Situation

The threat assessment team might also add specific quirks of the target to their files, things that the general public might be made aware of, such as if the target starts to pace it could be a sign of imminent attack.

Assessment: Case Priority Levels

PRIORITY 1 (Extreme Risk): Poses clear/immediate threat of violence or self-harm and requires immediate containment, law enforcement involvement, target protection, and case management plan.

PRIORITY 2 (High Risk): Poses threat of violence or self-harm but lacks immediacy or access to target. Requires active monitoring and case management plan.

PRIORITY 3 (Moderate Risk): Does not pose threat of violence or self harm, but exhibits significantly disruptive behaviors and/or need for assistance. Requires active monitoring, case management plan, and appropriate referrals.

PRIORITY 4 (Low Risk): Does not pose threat of violence or self-harm at this time, but may exhibit some disruptive behavior and/or need for assistance. Requires passive monitoring. Utilize case management and referrals as appropriate.

PRIORITY 5 (No Identified Risk): Does not pose threat of violence or self-harm nor is there evidence of disruption to community. No case management or monitoring required.

It can be clearly shown that monitoring is indeed a part of the guidelines that these threat assessment teams do follow.

Once the plan is developed, it needs to be
implemented and monitored.
• Team should include implementation and
monitoring responsibilities as part of the case
management plan.
• Further referrals may be necessary.
• Team should continue to follow up as
necessary.

What targets may wish to do in future is redirect F.O.I.A. (Freedom Of Information Act) requests to these agencies.
Targets may also wish to have their lawyers make a cease and desist request to these threat assessment teams in regards to the overly invasive monitoring that is allowed. In future Targeted Individuals might even be able to come together and aim class action lawsuits or individual, and human rights lawsuits at these teams. Slander suits and others might also be suitable.

What would also be nice is to gain some statistics on who is being monitored via these threat assessment teams. Which case files were closed, vs which are still open. How many years does the average case stay open for? Ages, genders, race, how many were whistle-blowers, or belonged to a dissident, extremist, conspiracy or protest group. How many cases ended in suicide? Incarceration? Institutionalization? Homelessness?

These might be things that future Targeted Individuals look into as they seek assistance in stopping the monitoring, surveillance, and life disruptions, and curtailling the abuses that are being experienced under these programs.

With these threat assessment teams it's extremely important to realize that if the threat assessment team is composed of one group, and they are assigned to make a threat assessment of another group or individual, you might not have fair and balanced assessments, because these teams than do not take into considerations cultural norms, gender, racial, sexual, or other biases that might be present, or underlying within the assessment team. The assessment team is essentially playing judge, jury, and executioner with their assessments of these individuals, thus if courts are required in many cases to use a fair and balanced jury of peers, should Threat Assessment Teams be morally or legally required to do the same in future?

Well, besides using your woman's intuition which is not something I can describe here nor teach, I'll do my best to "simplify" this complicated thing call "love".

10 Signs That He Likes You

1. Watching the same movie twice

He's seen the movie. Although he wasn't very impressed with it, but because you haven't catch it he suddenly changed his tune and said he really would like to watch it a second time.

And so by the way, if you haven't seen it too, why not let's go catch it together, he asked.

You know his intention is then not on the movie, but the company really.

So girls, do not expose his true intentions. It's enough to know the underlying truth, be appreciative ok?

2. His car is playing songs that just sound too, familiar?

Because those are your favorites! You have merely casually mentioned to him once, and the next time he drives you, you're in for a musical feast.

Is he always so attentive to everyone's needs and preferences? Well, you observe how he interacts with others and you tell me.

3. He asks that question!

Well, he will try to be as casual and nonchalant about it as possible. But no matter how cool he acts, deep down inside he is burning and dying to know the answer to this question:

"So, are you single?"

If your answer is yes, then this will be the next one:

"No way. How can someone like you be single? You mean, you don't have a boyfriend?"

Now watch his body language closely. If you notice he is feeling tensed up by now, and totally relieved when your answer is "No" then you get the message.

4. He asks for a follow-up date even before the date is over

Now if he isn't interested in you, why would a man be so anxious to "book" your time for another date with him even when the date is only half-way through?

Unless you look like Jessica Alba, or you can give him a million-dollar job like Donald Trump. If you aren't either one of the two or belong to either one of the category, then this can be a clue to his heart...

5. Your name is not foreign to his friends

If you do get a chance to meet up with his friends, which you know you can create such opportunities, you'll get some nice juicy bits from them.

But this may not be very fool-proof, neither are all of these signs, but if his friends raise their eyebrows or grin sheepishly when he introduces you to them, then that means word has been around within that gang on someone in particular, which could very well be you.

6. He can't remove his eyes from you

Ok, we know that's not the kind of stare-through-your-clothes type, but rather a slightly more loving kind of gaze that speaks of admiration and liking.

If the eyes could speak, they may just pop this question on behalf of their owner "You are the most beautiful lady I've ever seen. Would you like to be more than friends?"

The best test? When a bombshell or super gorgeous babe sashays past, you need to alert him before he notices her. (Of course, this is really carrying it a little far ha ha.... what does it take to stop a man's roving eyes? I can't find the answer yet)

7. He prompts you

Every now and then, he will find a chance to ask you what type of guy you are attracted to and are looking for in a partner.

Unless he's doing what I'm doing (which puts me in a really privileged position to ask ha ha), what business is it for him to know what kind of man you like if not for the fact that he is secretly plotting his way to become the most suitable candidate?

Don't be surprised if he starts putting himself down or discrediting himself by saying things about him that don't fit into the list you described. He is testing waters to see what your reaction would be, which will give him some clues on how you feel for him.

For example you listed "having a good sense of humor and making you laugh" as one of the traits which you will be attracted to, and he says "Oh, I'm a boring guy actually. I don't know how to crack jokes or make girls laugh. I must be boring you then" be careful of what you reply him.

If you say "Ya, I don't think you are the type of humorous person either" versus "Oh is that so? But I never find you boring at all. In fact, I feel we have lots of things to chat about" he will either be secretly weeping in sorrow or jumping in joy .

By saying things like that, he is kind of "forcing" you to give a respond, and either way you will be giving away clues on how you feel. So girls, if you fancy this guy too, you know what kind of answer you should give, right?

8. He is doing you favors

Yes, he doesn't mind ferrying you around if he has a car. He will also volunteer to accompany you all the way to an out-of-the-way place to satisfy a sudden craving you have for a food delicacy that is sold there.

He wiil help you with your school work, express his interest in lending you a hand for errands you need to run, buy some things for your family etc.

If a man isn't interested in developing something further than friendship with you, unless he is too bored with his life or he's Mr Super Ultra Nice, then I wonder what could it be that prompts him to be everywhere when you need his help.

9. He's very anxious about celebrating special occasions.

Like Valentine's Day (if he asks you out on that day, I would really suspect his intention, wouldn't you?) and your birthday.

He would long to celebrate this special day with you, and preferably alone.

10. He buys you gifts

Sending gifts on no apparent occasion and for no reason is the easiest way for a man to declare his interest in a girl without verbalizing it. By giving you something, he is testing to see how you react. Usually he will do this when he still isn't sure of how you feel towards him, so at least he won't feel rejected if you reject his gift.

At the same time, he is hoping to make you happy with that gift. And if you are happy, he will be too!

Summarizing the above, they may not be 100% fool-proof scientifically proven signs to show he's into you. They came from pure experience and observation. I purposely didn't include things like body language where he will check how he look before meeting you, pointing his leg and facing his body towards you etc because I just want to make this as non-scientific as possible.

The warning signs and suggestions for prevention below are NOT all encompassing and some musical preferences and popular clothing, etc, common among youth are not necessarily indications at all.
Parents are encouraged by the 'COPS' and FBI Youth programs to be vigilant and to familiarize themselves with local gang symbols, seek help early, and consider contacting school personnel, local law enforcement, faith leaders and community organization for additional assistance.

· Shows an unusual interest in one or two particular colors of clothing or a particular logo.

· Has an unusual interest in gangster-influenced music, videos, movies, or websites.

· Uses unusual hand signals to communicate with friends.

· Has specific drawings or gang symbols on school books, clothes, walls, or tattoos

· Comes home with unexplained physical injuries (fighting-related bruises, injuries to hand/knuckles)

· Has unexplained cash or goods, such as clothing or jewelry

· Carries a weapon

· Exhibits negative changes in behavior such as: Withdrawing from family, Declining school attendance, performance, behavior

· Staying out late without reason

· Displaying an unusual desire for secrecy

· Exhibiting signs of drug use

· Breaking rules consistently

· Speaking in gang style slang

What Parents Can do to prevent Gang Involvement:

*Spend quality time with your child.

*Get involved in childs school activities.

*Take Action & create a neighborhood alliance, report & remove graffiti, etc.

*Be a positive role model by example.

*Know your child's friends & families.

*Encourage good study habits.

*Teach your child to cope with peer pressure.

*Help your child develop good conflict/resolution skills as found at safe youth org.

*Encourage your child to participate in after school activities with adult supervision.

*Talk to your child about the dangers and consequences of gang involvement. Let your child know you do not want to see them hurt or arrested.

Explain that they should NOT:

1. Associate with gang members.

2. Attend parties or social events sponsored by gangs.

3. They should not use hand signs, symbols or languages that is meaningful to gangs.

4. NOT wear clothing including specific colors that may have meaning to gangs in the area.

Community Notifications and Gang Stalking

Targeted Individuals have spent several years trying to understand the mechanisms that would allow the type of targeting that is happening to them to exist. Many have tried to understand how a system could exist that could monitor and track them 24/7. That could follow them from community to community. A structure that could label them, even from country to country.

Most targets see themselves as innocent individuals. People that have done no wrong, yet many started to experience, psychological torture, electronic harassment, and systemic wide targeting almost as if overnight in some cases, and in other cases it slowly built up over years.

Targets looked at structures such as Cointelpro, The Stasi, Stalking Groups, Vigilantes, the types of structures that had occurred in the past that had lead to a similar types of harassment. Many were close and very similar to what targets experienced, in their scope, and potential for systemic life disruptions and destruction, but none were ever quite perfect.

Jane Clift

Then last year the case of a woman in England named Jane Clift was brought to light as she made headlines in the U.K., and beyond. Ms. Clift tried to perform what was her citizens duty in reporting a man that had become angry and violent with her. In reporting this man, she herself was embroiled in a verbal altercation with the community worker that she tried to report his anti-social behaviours to.  Ms. Clift followed up their heated discussion with a letter, and for this simple act, Ms. Clift was placed on a list with sex perverts, and other criminals. She was placed on what the U.K. calls the violent persons registry. It's a listing for individuals who have displayed violent or other inappropriate behaviour.  Ms. Clift found that being under the spotlight of this flagging system was too much and she was forced to move from the area that she had lived in for over 10 years.

Ms. Clift unlike many targets had been given notification that she was to be placed on such a list. The nature of her perceived offence, and the length of time she would be on such a list. She described her experience, which in some pivotal ways matched some of what Targeted Individuals had mentioned in their harassment.

[quote]She sensed that, everywhere she went, there was "whispering, collaboration, people scurrying about". "Everywhere I went – hospitals, GPs, libraries – anywhere at all, even if I phoned the fire service, as soon as my name went on to that system, it flagged up ‘violent person marker, only to be seen in twos, medium risk'."[/quote]  2

Ms Clift's targeting if not identical was at least fraternal to what targets had described. People collaborating. Whispers, scurrying, life disruption that had caused her to move. In Ms. Clifts case the warning markers, and flags had been sent out to quite a few agencies, and thus everywhere she want this warning marker followed her.

The question then became was such a system, or similar system available in other countries? Which laws were being used and who was responsible for keeping or organizing such information?

Further research showed that under occupations health and safety laws, there was such a structure in place, that would allow an individual to receive a warning marker, or flag on their files for various perceived offences. The structure matched and covered all the various markers that targets had complained about. The structure also allowed for those around the accused to be fully aware of what was ongoing, while it allowed the accused to be unaware, unable to defend themselves. This structure upon further and deeper examination fit extremely well with what was ongoing.

Under the Occupational health and safety, or community health and safety laws, which have been established in many countries, individuals can be flagged and a notification about them can be sent out to the community at large, all without the targets awareness. These laws give workers the right to be made aware if they are about to encounter potentially violent situations or individuals. These laws however do not give the target any foreknowledge of the violence, and harassment they will soon receive from the community, once placed on such a notification system.

[quote]Workers have the ' right to know ‘ all risks and safe work procedures associated with the job. This may involve identifying individuals with a history of unpredictable or violent behaviour.

Training workers to recognize escalating behaviour that has the potential to result in violence is a common way to minimize risk. Five warning signs of escalating behaviour and possible responses are listed in Appendix C.

In the service sector this may require identifying to employees persons who have a history of aggressive or inappropriate behaviour in the store, bar, mall or taxi.

The identity of the person and the nature of the risk must be given to staff likely to come into contact with that person. While workers have the right to know the risks, it is important to remember that this information cannot be indiscriminately distributed.[/quote]  3

Workers do have a right to know if they are going to encounter violent situations or individuals. On the surface this sounds like a good thing, and if used properly should be a good thing, yet the innocent were and are being targeted by this system. How were innocent individuals, whistle-blowers, and others ending up on such lists without any kind of warning or notification? Even convicted prisoners get warnings if they are going to be placed on a notification system, thus legally it would be presumed that other individuals would have the same rights and protections if there lives were going to be disrupted in a similar manner. This does not seem to be the case.

Under these occupational health and safety laws, incidents must be reported. They can range anywhere from threatening looks, yelling, to actual physical aggression and everything in between. They can also include other inappropriate behaviours. Eg. Acts of sexual aggression, harassment, intimidation, inappropriate lewdness, etc.

Once a worker files a report, if the workplace has an Employee Assistance Program then this matter might be discussed with that department. If the behaviour is deemed to be a real concern, then it might be forwarded to a Threat Assessment Team. This team is where designation, warning markers, and notifications can be determined and applied to an individuals file, depending on the structure of the organization.

Employee Assistance Program and Threat Assessment Team

[quote]This is a pre-emptive team with a mission of early identification of intervention. The composition of the TAT shall be the following individuals or their designated representatives:[/quote]   4

Early interventions can be misconstrued and lead to damaging consequences. There many assumptions that go into pre-crime policing, that can have damaging consequences for the target involved.

[quote]Oregon State Police Sgt. Jeff Proulx explained to South Oregon's Mail Tribune why the operation was such a success: "Instead of being reactive, we took a proactive approach."

There's just one problem: David Pyles hadn't committed any crime, nor was he suspected of having committed one. The police never obtained a warrant for either search or arrest. They never consulted with a judge or mental health professional before sending out the military-style tactical teams to take Pyle in.

"They woke me up with a phone call at about 5:50 in the morning," Pyles told me in a phone interview Friday. "I looked out the window and saw the SWAT team pointing their guns at my house. The officer on the phone told me to turn myself in. I told them I would, on three conditions: I would not be handcuffed. I would not be taken off my property. And I would not be forced to get a mental health evaluation. He agreed. The second I stepped outside, they jumped me. Then they handcuffed me, took me off my property, and took me to get a mental health evaluation."[/quote]   5

This team consists of members from Human Resources and other organizations. In the case of one Florida University the organization consists of many different individuals from various areas that work together to make the determination of whether they thing an individual could be a cause for violence.

Others as needed and deemed appropriate by above representatives E. Workplace Violence Management Team: A Workplace Violence Management Team (WVMT) shall periodically review the workplace violence policy and recommend changes as needed. The WVMT shall consist of the following persons or their designated representative:

1. Chief, University Police Department 2. Director, EAP 3. Director, Personnel Services 4. General Counsel F. Crisis Management Unit - The University maintains a Crisis Management Unit (CMU) through a collaborative effort between the Psychology Department and the Campus Police Department. In the event of a situation which may require immediate police or psychological intervention, the Police department should be notified. The Chief of Police (or designated representative) will determine if the situation requires the attention of the police, the CMU or the TAT.[/quote]  4

In addition to exhibiting violent or other inappropriate behaviours, there are other factors that could ensure that an individual has a warning marker, or flag placed on their file. Again this will differ with each organization, but the concept is the same. This structure or one similar is used in some cases to determine if individuals will end up on this system wide notification.

In addition to the definitions of violent, potentially violent, and abusive behaviors as discussed in Section IV, these Guidelines shall also be concerned with behaviors, physical and verbal, that may not appear to be violent, potentially violent, or abusive prima facie. Such behaviors that do not fall within the purview of the definitions in Appendix A, yet may be viewed as precursors to violent behavior and/or have the tendency to interfere with a harmonious work environment or with an individuals work performance, shall be deemed as "fitness for duty" issues. A. Expression of bizarre and inappropriate thoughts. B. Excessive absenteeism without prior approval or rationale. C. Degenerating physical appearance. D. Acts of insubordination. E. Poor work performance. F. Poor workplace relationships with others. G. Indications of alcohol/substance abuse. H. Excessive complaining.[/quote]  4

The additional criterias that can get a person flagged, are interestingly enough many of the same symptoms that harassment, bullying and mobbing victims targets experience, or have express experiencing at the height of their targeting. Remember that harassment can happen in the workplace, in the community, or on campus. Many victims of sexual harassment have expressed inappropriate thoughts of what they would like to see happen to those harassing them. Many targets of sexual harassment and other harassment's do not always keep up their physical appearance, while being harassed. They might disobey supervisors if asked to work with their assailant. Targets of mobbing, bullying, and harassment do often start to exhibit poor performance, workplace reviews and assessments. Some do turn to alcohol and substance abuse to deal with the harassment. Almost all targets of these harassment do make complaints to human resources on a regular basis in order to have the harassment stopped. Yet these are coincidentally the criteria listed for determining if someone is fit for duty.

All University employees and registered students, regardless of position, are responsible for the immediate reporting of any acts of violence, potential acts of violence, or threats they have received or witnessed, or have been told that another employee has witnessed or received. Employees and students should also report unusual, harassing, or threatening behaviors, as defined in Appendix A, even though such behaviors may not be in the form of an imminent threat, particularly if these behaviors make one fearful for his or her continued safety. Employees must make such reports regardless of the relationship of the employee to the person who initiated the threat or behavior or committed the act of violence.[/quote]  4

Today's workplace does not leave very much room for discretion. It is now routine for individuals to report acts of aggression, or other inappropriate behaviours. These can often have devastating affects on innocent individuals.

[quote]A medical technician killed himself after being suspended from work after someone complained that he made a politically-incorrect joke about a black friend.

Roy Amor, 61, who was devastated at the prospect of losing his job making prosthetics, shot himself in the head outside his house.

He was facing a disciplinary investigation after suggesting to the black colleague that he ‘better hide' when they noticed immigration officers outside their clinic.

It is understood that the man was a close friend of Mr Amor and was not offended. However, it was overheard by someone else who lodged a formal complaint.[/quote] 6

The above case shows how a seemingly innocent joke between two friends, can be overheard, taken as offensive by a third party, and lead to dire consequences. He made the remark to an individual who was a long term friend, but this remark lead to a disciplinary investigation. An investigation which might even have seen him fired from his job. Unable to face the consequences he committed suicide.

Due to the secrecy used in this program a target of harassment might well display anger, or other legitimate outbursts. Once this happens all the aggressors who are familiar with this system have to do is report the incidents. Explain how the target makes them feel threatened, uncomfortable, or express concerns about workplace violence. When in fact the target is the one being constantly provoked. Get a few friends involved and before you know it, the target is the problem. The target is the person who is aggressive, and the target is the one being disciplined or having a warning marker placed on their file. Targets are often being baited by complete strangers once they find themselves on these notification lists.

In future many more innocent people might just find themselves with such warning markers added to their files, as the DSM make the definition for mental illness that much wider and broader in scope.

DSM Updates

Many Internet users who spend time on games such as World of Warcraft might meet this definition. People who spend too much time on chat forums. Lazy individuals, people who get angry, or who get upset about too much violence on television, people who like to shop too much, or hoard things, might all make the list in future. The criteria for these definitions are not only unscientific, they could easily incorporate most any individual in today's modern society. If these definitions are successfully updated, there could be many more targets making the list in future.

Once a target is flagged, or a warning marker is placed on their files, depending on what the threat assessment team determines a community notification is sent out to the individuals around the target. Anyone that might come in contact with the target is contacted. Others who are part of these notification programs are also contacted when the target is nearby.

If a target makes a call, or their name is pulled up on a system, the targets warning marker will follow them. The community then naturally goes into hypervigilance mode, and they do anything they can to remove that individual from within the community. Most individuals treat these notifications the same way they would treat notifications about any other threat, be it paedophiles, rapists, the same hysteria is often present.

Community Notification

In a large metropolitan area, hundreds of thousands of people are notified of a dangerous offender's release, while only hundreds will come into contact with him in the community. This blanket notification propagates the belief that there are more "predators" in the community than ever before, and fearful attitudes among members of the public are reinforced. A vicious cycle results: widespread notification leads to an increase in the community's fear of crime which, in turn, leads to more calls for notification. We would also argue that the use of inflammatory language such as "predator" by politicians and officials also works to heighten fear and increase calls for more punitive action.[/quote]  8

Since the innocent target has no idea of what is happening behind their back, this system is being used in inappropriate ways. Based on the research that has been conducted,it seems this notification systems is being used to silence whistle-blowers, women seem to be targeted above average, and minorities. As Jane Clift points out, this system goes beyond race, gender. There are lot's of men and non minority individuals who have also found themselves targeted by this system. This program is not only systemic, but these notifications are being used indiscriminately, with very little oversight, and they are being used beyond borders.

Since most civil workers are aware of this notification system, it means that targets reporting incidents of being followed around by various strangers should not have been unfamiliar to the police, and other agencies that targets reported their harassment to. In most cities this notification is well known, and used by many workers and employers. Yet Targeted Individuals have had to have mental health evaluations for making complaints about this structure, and the harassment that comes with it.

Workers

Once the notification goes out, the target literally feels as if they have become enemy of the state, because the community is getting a notification with information that may or may not be fully accurate. Remember a lot of the reporting that happens, happens by individuals who could have ulterior motives, such as revenge. For someone familiar with this structure, it's the perfect way to systemically destroy someone's life and keep them out of the loop for years, if not forever.

The portion of the harassment that targets refer to as Gang Stalking is a deliberate psychological operation that happens within this structure. Involving community harassment, community mobbing, gaslighting, street theatre, electronic harassment and dozens of other techniques that all work together to help systemically destroy the target over time. It also paints those complaining as mentally ill. This structure is capable of destroying the targets reputation, and credibility. As the target seeks to get help for the community harassment that will inevitably occur under such a notification, their cries and pleas for assistance are ignored. Their stories of harassment, stalking, mobbing, electronic harassment, are all conveniently written of as signs of mental illness,while the Targeted Individuals life continues to be systemically interfered with, and continues to fall apart.

Most participants of this notification structure seem to be under some kind of confidentiality or none disclosure agreement. There is also a structure in place that seems capable of punishing anyone who is part of this structure that steps out of line, thus most people do not discuss this program, even as those close to them are being destroyed.

These occupational safety and health laws are in most communities, workplaces, and educational facilities. They are in most democratic countries, such as Canada, U.S., U.K. and the rest of Europe. At this stage many other countries seem to be adapting this structure, and from the feedback targets have provided it seems that this structure is already in most countries.

What this means is that wittingly or unwittingly. There is a systemic, surveillance structure that is fully capable of monitoring and targeting an individual who has been flagged in this manner. This structure is not limited to states, or provinces, and can go beyond borders. The targets information might also be indiscriminately distributed to a wide range of individuals. Individuals that the target might never come in contact with face to face, yet who the target might have an acquaintance, or business relationship with. It's basically a net that is capable of touching everyone connected to the target, and poisoning them with the information contained in the targets file, wither accurate or not. Because most targets have no idea what is happening, or how such a structure could exist, they are floored as they try consistently to get help within the normal structures, while being written off as having a mental illness.

I believe that this notification system will continue, because it works for many. Many like feeling as if they are part of a secret club. Unless it happens to them, most will never truly understand how devastating such a structure can be to an innocent person. I can only suggest that those with the know how, financial ability, and dedication, work towards implementing laws to get this structure corrected.

Suggestions

This structure should be required to give written notification to targets. If an investigation is ongoing, then the time frame for the investigation should be limited. Targets complain of years, upon years of targeting. If the targets guilt has been established in some capacity, then invite them to a hearing. If not then it should be mandatory to remove these notification after a specific time frame. Most lawyers, mental health workers, police, are all fully in the know about this notification system, thus targets and their complaints of harassment should be taken seriously. Instead this notification system is being used to destroy innocent lives, or harass them for years on end with dire consequences to themselves, and the communities at large.

This notification system in scope and breadth is no less damaging then the Stasi's system of harassment, or the American Cointelpro program. The difference now is that the state has masked these offences under the guise of doing what is right for the community. Leaving innocent targets at the mercy of the mob, and individuals who use this system to openly target, harass, oppress and control those who have been targeted.

What is Gang Stalking?

Gang Stalking is a systemic form of control, which seeks to control every aspect of a Targeted Individuals life. Gang Stalking has many similarities to workplace mobbing, but takes place outside in the community. It called Gang Stalking, because the target is followed around and placed under intrusive and directed surveillance by groups of organised "Covert Human Intelligence Sources" also known as Citizen Informants 24/7. Using anti-terror laws to spy on ordinary people.

Many Targeted Individuals are harassed and placed under surveillance in this way for months or even years before they realise that they are being targeted by an organised protocol of harassment.

What happens during this Gang Stalking surveillance is very similar to what happened to many innocent individuals in the former East Germany or Activists and Dissidents in Russia. Many innocent people in the former East Germany would be targeted for these harassment programs, and then their friends, family, and the community at large would be used to monitor, prosecute, and harass them. In Russia it was used by the state to declare activist, dissidents or anyone they thought to be an enemy of the state as mentally unfit and many were institutionalised using this form of systemic control.

The closest thing to Gang Stalking that democratic countries have seen before this is McCarthyism, Cointelpro, and RED SQUAD programs. Red Squad programs were used for monitoring, and harassment of various groups. They have been in place for over a hundred years, and they also employed Covert Human Intelligence Sources.

Civilian Spies, also known as "Covert Human Intelligence Sources" are recruited from every level and sector of society. Just like with Cointelpro investigations, everyone in the targets life is made a part of this ongoing never ending, systemic psychological harassment and manipulation of the target. These actions are specifically designed to control the target and to keep them in line. These actions are also designed to destroy the target over years, make them look crazy and leave them with no form of support.

For the targets of this harassment, Gang Stalking is experienced as a covert psychological, emotional and physical attack, that is capable of immobilizing and destroying a target over time. For the state it’s a way to keep the targets in line, control them, or destroy them.

Worldwide programs of control and conformity have been used with equal success and lethality. What we are seeing now is a global co-ordinated and organised effort of control and conformity. Many countries around the world are currently using a model of policing called: Community Oriented Policing. It's described as a systemic approach to policing. It focuses on instilling a sense of community within a geographically located neighborhood. Communities come together and discuss what values they would like to have in their community, community development, and it's also a time to discuss any problems that might be happening in a specific area. If a problem is identified an investigation might be opened. These local programs in many countries have been forming partnerships with other government run programs at, provincial, state and federal levels. Reports of Gang Stalking are not only coming in from democratic countries, but they are coming in from many other countries as well.

The modern day systemic form of control could only be funded at higher governmental levels, just like it has in other societies where these similar types of harassment programs have been implemented. It's all part of a system of control and conformity that has been in place for many years. A system of control with many local groups and appendages taking part.



What are the goals of Gang Stalking?


The goal is to isolate the target from all forms of support, so that the target can be set up in the future for arrest, institutionalisation, or forced suicide. Other goals of this harassment is to destroy the targets reputation and credibility. Make the target look crazy or unstable.

Other goals involve sensitizing the target to every day stimuli’s as a form of control, which is used to control targets when they get out of line. Once the target is sensitized, the Citizen Informants have an easier time identifying the Targeted Individual in public.

These programs are designed to make the targets of this harassment vulnerable, they want to make them destitute. The secondary goals seems to be to make the target homeless, jobless, give them a breakdown, and the primary goals seems to be to drive the target to forced suicide, just like what they did with some of the targets of Cointelpro. It's a useful way of eliminating perceived enemies of the state.



Who gets targeted?


Targeting can happen to anyone in society. In the past primary targets of programs such as Cointelpro have been minorities. Targeting however can happen to anyone. Individuals are often targeted for being outspoken, whistle blowers, dissidents, people who go up against wealthy corporations, woman’s groups, (single) women, anti-war proponents, individuals identified or targeted as problems at these community meetings, and other innocent individuals. The majority of the targets are often not aware that they are being targeted in this way. When a target moves, changes jobs, the harassment still continues. Every time the target moves, the same information, lies, and slander will be spread out into the new community and the systemic monitoring and harassment will continue. Traits of those targeted



Who takes part?


People from all walks of life are being recruited to be the eyes and ears of the state. People from all races, ages, genders. Every sector of society that you can think of is a part of this. Civilian Spies/Snitches include, but are not limited to: General labourers, the wealthy, bikers, drug dealers, drug users, street people, punks, hip hop culture, KKK, black activists, church groups, youth groups, Fire Fighters, police officers, lawyers, health care workers, store keepers, maids, janitors, cable installers, phone repair persons, mail carriers, locksmiths, electricians, etc. There really is no minimum or maximum age range. An article came out recently in the Uk, saying they were recruiting children as young as eight years old to be Covert Human Intelligence Sources.

Some of these citizens might be recruited via programs such as, Citizen Corp, Weed and Seed, Citizens On Phone Patrol, (COPP), City Watch, T.I.P.S. Many started with good intentions to help patrol and monitor their cities and neighbourhoods. Others are recruited via their families, others at school, others at work. Since every sector, class, race in society takes part, recruitment is multi-faceted.

Many do not understand or care that the end consequence of this harassment protocol is to destroy a person.



Why people participate in Gang Stalking?


There are many reasons that someone takes part in this activity.

1. Some do it for the sense of power that it gives them.

2. Others do this as a way to make friends and keep friends. It’s something social and fun for them to do. Many in society use the one handed sign language to communicate and it's very effective in breaking down race, gender, age, social barriers.

3. Others are forced or black mailed by the State or the police into taking part.

4. They are told that they are part of homeland or national security and being used to help keep and eye on dangerous or emotionally disturbed individuals. They see themselves as heroic spies for the state.

Civilian spies can come from a variety of different programs such as the Citizen Corp, Citizen On Phone Patrol COPP, Weed and Seed, T.I.P.S., City Watch or some other centralized government program used for patrolling and monitoring cities.

5. Others are just local thugs or Informants who are already being used for other activities, and their energies are just diverted over into these community spy programs. Eg. Some may be given the choice of Spying for the State or the police vs going to jail.

6. Others are told outright lies and slander about the target to get them to go along with ruining the targets life.

7. Many are however just average citizens who have been recruited by the state the same way citizens were recruited in the former East Germany and other countries. It's the way the society is.



What are some techniques used against targets?


A few of the most common techniques are listed below.

a) Classical conditioning.

Getting a Targeted Individual sensitized to an everyday stimuli. The targeted individual over a period of months, or even years is negatively sensitised to an everyday stimuli, which is then used to harass them. It’s used out in public to let them know they are constantly being harassed and monitored. Some examples of everyday stimulus that might be used include: sounds, colors, patterns, actions. Eg. Red, white, yellow, strips, pens clicking, key jangling, loud coughing, loud whistling, loud smacking of clapping of hands together, cell phones, laptops, etc.

b) 24/7 Surveillance This will involve following the target everywhere they go. Learning about the target. Where they shop, work, play, who their friends and family are. Getting close to the target, moving into the community or apartment where they live, across the street. Monitoring the targets phone, house, and computer activity. Surveillance Policy.

c) Isolation of said target.

This is done via slander campaigns, and lies. Eg. People in the targets community are told that the target is a thief, into drugs, a prostitute, pedophile, crazy, in trouble for something, needs to be watched. Files will even be produced on the target, shown to neighbours, family, store keepers.

d) Noise and mimicking campaigns.

Disrupting the targets life, sleep with loud power tools, construction, stereos, doors slamming, etc. Talking in public about private things in the targets life. Mimicking actions of the target. Basically letting the target know that they are in the targets life. Daily interferences, nothing that would be too overt to the untrained eye, but psychologically degrading and damaging to the target over time.

e) Everyday life breaks and street theatre.

Flat tires, sleep deprivation, drugging food, putting dirt on targets property. Mass strangers doing things in public to annoy targets. These strangers might get text messaged to be at a specific time and place, and perform a specific action.

It might seem harmless to these Citizen Informants, but it could be causing great psychological trauma for the target. Eg. Blocking targets path, getting ahead of them in line, cutting or boxing them in on the road, saying or doing things to elicit a response from targets. Etc. It's like the death of a thousand paper cuts. One or two minor incidents will not cause any harm to the target, but over time the target is slowly worn down.



Where does the support or funding for this come from?


Though Gang Stalking itself is immoral and unethical in nature, programs such as this in democratic countries, and none democratic countries have always been funded by the Government. They are the only ones with enough money, coordination, and power to keep such a system in place. These Co-ordinated efforts then join hands with others for this systemic form of control and harassment.

What can you do to help?


1. If you know someone who is being targeted in this way please don’t go along with it. Don’t assume that the person is guilty or a bad person. Many innocent people are currently being targeted, and people are being told lies. This form of harassment is systemic and it's about state control and conformity. The express goal of this harassment is to destroy the individual over time.

2. If you are aware of someone being harassed in this way, subtly direct them to websites that deal with Gang Stalking, or sites for Targeted Individuals. Knowledge is power.

3. You can subtly offer your support to someone who is being unfairly treated, in very small little ways.

4. You can bring up the subject of Gang Stalking or Targeted Individuals.

6. You can subtly suggest that your local newspapers or community papers print articles about Targeted Individuals or even an write an objective piece about Gang Stalking.



How do participants communicate?


Communicate happens in a number of ways. When on the street or in cars patrolling, they use baseball or Stasi like signals. Citizen Informants also seem to get verbal ques via cellphone and earphones.

These include things like tapping the side of the nose, corner of the eye, brushing back the hair 3 times, the infamous double blink, etc.

1. Watch out! Subject is coming - touch nose with hand or handkerchief

2. Subject is moving on, going further, or overtaking - stroke hair with hand, or raise hat briefly

3. Subject standing still - lay one hand against back, or on stomach

4. Observing Agent wishes to terminate observation because cover threatened - bend and retie shoelaces

5. Subject returning - both hands against back, or on stomach

6. Observing Agent wishes to speak with Team Leader or other Observing Agents - take out briefcase or equivalent and examine contents.
